Handouts do not help the needy; numerous service agencies have found that giving money directly to panhandlers actually enables self-destructive behaviors like alcoholism and drug addiction. Panhandling is an issue faced by many cities across the country. Laguna Beach’s businesses and residents have joined together to create the Change 4 Homeless program.
